The Affordable Care Act officially launched the CMS Value-based Purchasing Program and Hospital Readmissions Reduction Program, both of which are now entering year three. The Medicare Shared Savings Program (MSSP) is designed to stimulate development of new ACO care delivery models, which focus on cost reduction while enforcing quality of care measures.
